South Carolina Lifeline and Link-up

Lifeline and Link-up are federal/state partnership programs that reduce the cost of basic telephone service for low-income consumers. Clients may use The Benefit Bank to fill out the SC Office of Regulatory Staff application to apply for these programs.
Available in both English and Spanish.

Under the South Carolina Lifeline program, telephone customers who participate in either Medicaid (Healthy Connections), SNAP (Food Stamps), or TANF (Family Independence) are entitled to receive a discount of $13.50 per month on their telephone service.

For families that do not have telephone service, the Link-up portion of the program saves 50% off the connection fees (up to $30) for qualifying households.

Benefits Criteria
Eligibility depends on whether a client receives Healthy Connections, SNAP or TANF.

Application Requirements
An applicant must:
  • provide a SC phone number in their name
  • provide a SC physical address for the phone number
  • provide identification numbers for the benefits received
  • be an adult head of household
  • not receive Lifeline on any other phone

Lifeline assistance is only available on one landline or one wireless phone per household. The program administrator will contact the client’s phone company to provide information regarding participation in this program. If a client is no longer receiving benefits, they must inform their phone company.

A client should start seeing a discount on their phone bill within 30-60 days after sending in their application.
